About the Role 

Virginkar & Associates, Inc. (VAI) is seeking Construction Resident Engineers to join our team on major infrastructure programs across key U.S. markets. The selected candidates will lead field oversight of major heavy civil construction projects involving highway, bridge, and rail infrastructure. The RE serves as the owner’s representative, ensuring all work is performed safely, on schedule, within budget, and in compliance with contract documents, regulatory standards, and quality requirements. 

Key Responsibilities  

  • Act as the lead field engineer on active construction projects. 

  • Manage and coordinate contractor activities and third-party interfaces. 

  • Review and approve submittals, RFIs, change orders, and monthly pay estimates. 

  • Ensure adherence to contract plans, specifications, schedules, and safety protocols. 

  • Conduct daily site visits and lead progress and coordination meetings. 

  • Maintain comprehensive project documentation and reporting. 

  • Provide leadership and direction to inspectors and support staff. 

  • Liaise with design teams, owner representatives, and regulatory agencies. 

  • Evaluate, resolve and provide solutions to contractors and construction inspectors for constructability issues encountered at construction sites 

  • Review project costs and scheduling to ensure completion of project within budget and in conformance with engineering specifications 

  • Work with document control systems, project management systems and other software or databases to keep information flow up-to-date and accurate 

  • Attend meetings and report on project tasks as needed 

  • Monitor design changes, contractor and sub-contractor activities and progress 

  • Review and manage master project schedules and integrated cost control systems. 

Qualifications 

  • Bachelor’s degree in Civil Engineering, Construction Management, or related field. 

  • Minimum of 10 years’ experience in construction engineering for highways, bridges, and/or rail systems. 

  • Professional Engineer (PE) license or Certified Construction Manager (CCM) preferred. 

  • Strong familiarity with public works construction standards, DOT specifications, and QA/QC procedures. 

  • Knowledge and experience in performing inspection and resident engineering activities in active transit and railroad system environments, construction site safety standards, operations requirements and force account support services. 

  • Strong leadership, communication and interpersonal skills with experience presenting to senior and client leadership. 

  • PMP or CCP certification a plus. 

  • High ethical standards, attention to detail, and commitment to team collaboration.
